Regulatory Framework for E-Census 2020:

The regulatory framework for E-Census 2020 was promulgated by the Royal Decree No. 15/2015 which was issued to conduct an electronic census of population housings and establishments. As per the decree a Supreme National Committee chaired by the Minister of Interior was established. Also a technical committee of the E-Census was formed which includes representatives from concerned entities in the country.

Royal Decree No.33/2020 issued on 23 March 2020, amended some of the provisions related to Royal Decree No. 15/2015 on conducting Electronic Census of Population, Housings and Establishments 2020. It states that a Supreme National Commission for Census shall be formed under the chairmanship of the Minister of Interior.

Main Phases of Implementing E-Census 2020:

The project timeline has been prepared after completing the legislative framework administrative and financial systems of the project. It consists of five main phases:

One

First Phase: Preparation (2017-2018)

Preparing initial plans and methodologies to achieve the main objectives of the project establishing operational strategies and forming specialised technical teams.

Two

Second Phase: Data Readiness (2017 – 2019)

Collecting related data and then implementing the process of amending and matching. Preparing the main designs of databases through the establishment of laboratories that are specialised in storing and analysing data.

Third Phase: Establishment of E-Census System (2018-2020)

Establishing an electronic census system linked with the specified registers in the project. Ensuring their integration in order to achieve the national objectives.

Fourth Phase: Pilot Operation (2020)

Completing the data dissemination system and its compatibility with the project’s statistics. Implementing the initial census model which is concerned with obtaining preliminary indicators reviewing and auditing.

Fifth Phase: System Delivery (2020)

Activating all statistical systems managing them with a specialised national workforce then launching the E-Census system and publishing the reports related to statistical analysis of data according to the planned objectives.

E-Census 2020 Data Sources:

E-Census 2020 is based on data from national registers that cover three statistical sectors; population housings and establishments. Each sector has a reference source. Other secondary sources are also used such as ministries. The data classification methodology of E-Census 2020 is based on the following approach;

 

  • Specify a detailed and comprehensive data basket
  • Collect data from approved sources
  • Verify the accuracy and consistency of data
  • Correct and add missing data
  • Organise the data

The Process of Updating Information:

The stakeholders themselves update the information whether they are individuals or institutions. They achieve this by continuously reviewing and updating their data through government authorities.

The E-Census 2020 will collaborate with many different authorities to match entered registers data with reference databases. Furthermore it will measure data similarities and accuracy in the three sectors to achieve the project’s objectives.

E-Census 2020 Privacy Policy:

The statistical law stated by the royal decree (55/2019) emphasises on the importance of protecting personal data and using it only to achieve statistical objectives. Article (11)of the same decree stipulates the principle of confidentiality as follows:
“All the individual dataas per the provisions of this lawconcerning any statistics or census are considered confidential. It is prohibited to publish such data unless it is in an aggregate form. It is not allowed to disclose such data to any individual or public organisation without the consent of the concernedand it is also not allowed to use such data for non – statistical purposes. It is forbidden to use any individual statistical data to create any financial burdenand it should not be used as evidence of a crime or a basis for any legal measures or actions. It may be used as evidence against the provider of incorrect information.”
